Picked up a pair a JR leather pants...they fit fine in the waist, legs etc. However when on the bike they appear to be tight when moving on the bike.

My question, will this "work out" as the pants get broken in....will they loosen up and movements not seem so "restrictive", or should I go up a size? With going up, I think they would be too big and not provide proper protection; i.e.- being able to slide up my shin, etc.

The leather will strectch. I had a pair of the speedmaster pants on when I went down (in the grass thank god) at the track I got a couple of little spots of leather rash because they were a hair to big. Stick with what you got as long as you can move in them.
