The residents are complaining about the noise in the area and the cops are responding with tickets and impoundment/confiscation.

This may be an Asian thing, and I am guessing this isn't similar to gangs you find in US. There used to be (still?) lots of them in Japan. They are a nuisance, but they merely engage in murder, drag, etc. Even knee draggers were confused with the motorcycle gangs in Japan.

But how is it easy to shoot a guy on running motorcycle? I remember Miami riot happened when a cop shot a guy on a Ninja.

Very true. I'm not actually one fo the loud pipes fans. Too many damn harleys around here with ridiculously loud pipes on them and its easy to see people are just annoyed with em.
